Error description

• Extending the support for hardware-only dynamic changes in z/OS
  HCD to IBM z16 and IBM LinuxONE 4 processors in standard
  (non-DPM) mode which host Linux on Z (including SSC -
  Secure Service Containers) images.
  and/or z/Transaction Processing Facility (z/TPF) instances
                                    .
  Hardware-only changes allow to change the hardware I/O
  configuration of an IBM z16 or IBM LinuxONE 4 dynamically while
  the processor remains running. It is needed if there is no
  instance of z/OS HCD or z/VM HCD running on that processor to
  process these changes.
  
  This capability is intended to avoid the need for disruptive
  actions to be taken to instantiate hardware I/O configuration
  changes. It extends the benefits of the existing dynamic I/O
  activation capability beyond just standalone Coupling Facilities
  as target processor. It eliminates the customer workload impact
  that would have otherwise been caused by taking down those Linux
  on Z and/or z/TPF images.
  
  This new function is only supported if the z/OS system running
  HCD is also running on an IBM z16.
  
  Note: Any z/16 and LinuxONE 4 processor involved in this process
  needs the required firmware support level:
  Z16 Driver 51 - CPC Bundle S27 (or higher).
  
  The specific EC that deliver this support are:
  Driver 51 SE-HAWK EC P30785 MCL003 (or higher)
  Driver 51 SE-SYSTEM EC P30713 MCL018 (or higher)

  Before this APAR, the target processor had to be a standalone
  Coupling Facility ("SACF") processor.
