  With this APAR change
  
  1) the common command ACTIVATE will allow users to specify the
  LOAD parameters and perform both ACTIVATE and LOAD in one go
  seamlessly.
  
  2) the common commands TCDATA and TCM can be used to query and
  manage IBM Z Flexible Capacity for Cyber Resiliency records.
