OA62343: ABEND0C4 PIC11 IN IEEMB914+X'1114' WITH OA61295 APPLIED WHEN ATTEMPTING TO ISSUE IEC143I 213-85 FOR A D 21/10/22 PTF PECHANGE

Error description

• abend0c4 pic11 in IEEMB914 +x'1118' when attempting to issue
  IEC143I 213-85 IGG019BX when the data set name is greater than
  37 characters in length and the data set is basic or large
  encrypted.  Reg5 contains 26A33FFF and MVCK causes us to attempt
  to go passed the page to storage that is not getmained.
  
  ANALYSIS:
  IGG019BX called ICSF services which calls RACF to verify the
  caller has access to CSFKEYS class for the key label.  This
  fails with:
  ICH408I USER(userid) GROUP(group) NAME(some name)  294
    key label CL(CSFKEYS )
    INSUFFICIENT ACCESS AUTHORITY
  
    FROM profile name(G)
  
    ACCESS INTENT(READ   )  ACCESS ALLOWED(NONE   )
       ICSF RC08 RSN3E84 is returned to IGG019BX.
  IEC999I is issued then
  IGG019BX calls IFG0199B where IEEMIFSV is issued to write out
  IEC143I 213-85 causing IEEMB914 to take the abend0c4.
  
  
  ADDITIONAL SYMPTOMS:

  PE INFORMATION:
  USERS AFFECTED:
  All users of data set encryption with the PTF for APAR OA61295
  applied (HDZ2230:UJ06271; HDZ2240:UJ06272) who receive error
  message IEC143I.
  
  
  User Impact:
  APAR OA61295 fixed the problem it reported but introduced a new
  problem.  When MSGIEC143I is received because of an error in
  processing a basic or large format encrypted data set,
  ABEND0C4 in module IEEMB914 followed by MSGIEC999I may result if
  the length of the data set name in error exceeds 38 characters.
  

Local fix

• BYPASS/CIRCUMVENTION:
  provide the user authorization to the CSFKEYS class for the key
  label(s) involved.
