  This occurs when the SSHD daemon configuration contains:

Local fix

• Comment out Banner none in the SSHD configuration file.

  When SSH daemon configuration file defines a banner file as
  'none' or the SSH daemon is started with an '-o' option that
  sets the ssh banner file as 'none', zSecure Collect still treats
  such banner definition as file and attempts to collect its
  content resulting in a MSGCKF0028 which begins with the text
  "SVC 99 RC=12 DAIRFAIL code ..." followed by MSGIKJ56231I
  (UTILITY DATA SET NOT ALLOCATED...).
  

Problem conclusion

• zSecure Collect has been modified so that it properly handles
  SSH daemon's 'Banner' specification.
