Error description

• The DESB header may not be initialized before DESERV calls the
  DESERV exit for the first time (prior to the function
  processing). This occurs when the concatenation to be processed
  includes one or more PDSEs.

Problem conclusion

• Manual will be changed to indicate there are two calls two the
