Error description

• Command completion events (CC) and potentially other event types
  as well, are not properly distributed to all registered (FILTER
  SET) receivers, resulting in command timeouts in SA/GDPS but the
  command function completed in the SE - Support Element.

  SA Hardware command 'FILTER' is used by GDPS to register NetView
  operators or NetView groups to receive command completion
  events. This registration can be done for the CPC (Processor)
  itself or any CPC image. If a registration is done for the CPC,
  no messages will be sent to the CPC image registrations.
  

Problem conclusion

• SA Hardware command event monitoring and processing is changed
  so every interested registration gets the appropriate message.
