  The following changes have been made:
  
  (1) This PTF significantly improves the anomaly detection
  algorithm for the metric-based machine learning capabilities
  released in IBM Z Operations Analytics 4.1.
  
  (2) This PTF further provides the following key enhancements,
  usability improvements and defect fixes:
  - 88: Ability to update Problem Insights insight packs in a
  single action
  - 120: db2health_pi.tar incorrectly named after SMP/E
  installation
  - 151: Create log collection utility for the machine learning
  system and Problem Insights server
  - 240: Support hostnames other than 'localhost' in the Problem
  Insights server configuration
  - 335: Provide utilities in the machine learning system CLI to
  tune Enterprise Data Warehouse performance
  - 427: Ability to configure ciphers for the Problem Insights
  server authentication
  - 466: Correctly display Subsystem Scorecard data in local
  browser time
  - 490: Enhanced Subsystem Scorecard UI in support of improved
  anomaly detection algorithm
  - 493: Improved behavior of Subsystem Scorecard UI time picker
  - 523: Ability to configure TCP/IP resolver in the Problem
  Insights server starter task
  - 1365: Ability to configure machine learning pipeline stages
  at runtime
  - 1435: Support for Elastic Stack V7
  - 1511: Ability to configure scoring interval of the
  Scoring Agent
  - 1553: Ability to configure machine learning parameters
  at runtime
  
  To deploy this PTF after installation, perform the following
  steps:
  (1) Back up any previously used configuration files.
  (2) Remove previously created instances of the machine learning
  system.
  (3) Remove any previously installed runtime environment for
  the machine learning system or the Problem Insights server.
  (4) Create a new runtime environment.
  (5) Create a new machine learning system instance.
  (6) Re-load any historical SMF data into the new instance.
  (7) Re-train any historical SMF data into the new instance.
  (8) Re-score any batch-scored SMF data into the new instance.

Problem conclusion

• IZOA v4.1 is updated to introduce new features and fix the key
  problems described above
