  Timing window seen by zFS and SMF logstream during IPL.
  Applications complete a Rendezvous before the zEDC cards are
  completely allocated from the PCIE initialization routine.

  This is a generic return code generated because IQPPROPN failed
  
  with a return code = 79 and reason code = 42.
  
  
  
  The zEDC Rendezvous service should check that the compression
  
  services have completed initialization before allowing a
  
  successful rendezvous. In this case the rendezvous was completed
  
  but the subsequent open failed because the zEDC card had not
  
  completed the allocation process.

  zEDC compression processing could be requested before the zEDC
  control blocks have been fully initialized. This can cause zEDC
  services to fail with ABEND11E RSN0702.
  

Problem conclusion

• FPZ4RZV has been enhanced to fully check and verify that the
  software/hardware initialization is complete. A short delay
  (less than 1 minute) has been added to allow initialization
  time to complete. If after the delay we are still not fully
  initialized, FPZ4RZV will return to the caller with the
  existing RetCode = '8'X indicating that NoDevices are
  available.  This should prompt the user to reissue the
  FPZ4RZV request.
  At IPL time this could be noticed as an increase in IPL time
  if a caller issues a call to PCIE services prior to PCIE
  initialization , ie. DB2
