  The IOEZ00581E is generated as a multi-line message,
  however it is always a single-line message since there
  are no substitutions variables for the message.
  The behavior is due to the original implementation of CMWTOH().
  The WTO caused ALL white highlighted messages to be treated
  as a multi-line message because it used the TEXT=(,D) option on
  the WTO used to write the message to the console.
  

Problem conclusion

• A new routine, CMWTOH1L() has been added which is essentially
  the same as CMTWOH() without using TEXT=(,D).  It will
  will determine that only a single-line message is to be issued.
  When a message is determined to require multiple lines,
  CMWTOH() will continue to be called.

  This APAR has made changes that could effect automation.
  
  After this apar has been activated, the following messages
  may be generated as single line messages instead of
  multiple lines messages. Code has been added to determine
  the line format of the message. The first character in the
  message will indicate the line format to be generated:
  
  M - first line of a multi-line message
  N - single-line message
