Error description
Abend08B RSN00910022 msgCSV031I RC24 RSN26110FF6 toleration missing on z/OS 2.2 and 2.1 When a program object built by the z/OS 2.3 Binder is reprocessed on an earlier release of z/OS (for example, via some COPY tools that invoke the binder with INTENT=ACCESS), the copied program object is incorrectly re-built with two initial load segments. The re-built program object will fail to load with the following message / abend: CSV031I LIBRARY ACCESS FAILED FOR MODULE mmmmmmmm, RETURN CODE 24, REASON CODE 26110FF6, DDNAME dddddd DUMP TITLE=IEWLRECV - LINEAR FORMAT PROGRAM MNGT -- ABEND 0008B 000 REASON 00910022 The Binder at HPM77B0 made a change in the internal format of the segment table. This change was not recognized by previous releases, causing the re-built segment table to contain invalid data. Verification Steps: - program object was built fresh on z/OS 2.3, - later the program object was copied on z/OS 2.2 or 2.1 by an application that invoked the Binder APIs instead of IEBCOPY, - Abend08B results when trying to load / execute the program object. Local fix
option 1: If possible, invoke the (OEM) COPY job on the z/OS 2.3 system which will allow the HPM77B0 binder to correctly process the PO for execution on previous releases. option 2: If BOTH the source and target of the copy is a PDS/e, you may choose to invoke IEBCOPY on either release of z/OS as it does not invoke the binder when source and target dataset type is the same.

During the INTENT=ACCESS processing, the binder needs to retain the containing segment ID of each class, but does not correctly do so in this case. ABEND0C4 may occur due to incorrect segment IDs.
Problem conclusion
