  The code added by this APAR also addresses an abend0c4 in
  IOSVCAPF which may occur under the following two conditions:
  
  1. 31-bit DASD UCBs have been implemented.
  2. The DD associated with the DCB parameter on the LOAD macro is
     incorrectly coded with SYSOUT=*, rather than DSN=dsname.
  
  This APAR adds code which verifies the DCB specified on the LOAD
  macro, and in this case will cause the LOAD to fail with an
  abend806, and message "CSV021I BLDL FAILED FOR MODULE modname,
  DCB INVALID"

• Options are being added to the existing DEBCHK macro which is
  documented in z/OS DFSMSdfp Advanced Services. With this PTF,
  supervisor state and/or system key (0 to 7) programs also can
  use DEBCHK to lock and unlock a DEB. Such a program might lock a
  DEB is to prevent that DEB from being freed while the DEB or any
  control block whose address is obtained directly or indirectly
  from the DEB is being used.
