  * All users of DB2 creating data sets                          *
  * specifying KEYLABEL via either the                           *
  * DEFINE command, DATACLAS, or RACF                            *
  * for z/OS 2.2.0 and above.                                    *
  ****************************************************************
  * PROBLEM DESCRIPTION:                                         *
  * DB2 needs to be able to have a way to                        *
  * specify whether a data set that has a                        *
  * KEYLABEL and is not extended format is                       *
  * to be failed or created as unencrypted.                      *
  ****************************************************************
  * RECOMMENDATION:                                              *
  ****************************************************************
  Code is added to the IDCAMS Problem Program Interface (PPI) that
  specifies whether or not a non-extended format data set with a
  KEYLABEL is to be failed or allowed to be defined as
  unencrypted.
