Error description

    An SCLM Language Definition includes an FLMALLOC statement with
    IOTYPE=P (partitioned data set).  Like with other IOTYPEs, the
    VIO keyword is supposed to override the usual rule for selection
    of the VIOUNIT based on the comparison of RECNUM against the
    MAXVIO value on the FLMCNTRL statement.  However this
    specification is being ignored, so VIO is selected (or not)
    solely on the size comparison.
    
    If DSNTYPE=LIBRARY is specified with VIO=N and a smaller RECNUM
    value, this can result in allocation failures when that
    processor is invoked.  For example:

Local fix

    When DSNTYPE=LIBRARY is required, update the associated Language
    Definition in the Project Definition (PROJDEFS) to use one of
    the following specifications:
    
     - CATLG=Y
    
     - RECNUM= some value larger than the MAXVIO value for this
       project.

    from the submitting customer. This means that a fix to this
    APAR is expected to be delivered from IBM in a release (if
