Error description

• When running comparisons of two different CKFREEZE files, the
  Class description for some dynamic RACF classes is missing and
  are displayed as "???" for one of the CKFREEZE files
  

Local fix

• Ensure that the CICS regions are properly running before
  starting the CKFCOLL process

Problem conclusion

• zSecure Admin/Audit has been updated so that the descriptions of
  some RACF classes are changed. Please note the documentation
  update as provided by the APAR tracking comment data.
