Error description

• SYS1.PARMLIB(SMFPRMxx) with MEMLIMIT(0M) results in the
  following sequence of errors :
  
  IGWFVGS4 IARV64(GetStor)
      returns with RC08 / rsn4A002120 (Memlimit was zero )
  IARV64_GETSTOR_FAILED  --> RC14 RSN2528003B
  IGWFVGS4 IARV64 REQUEST(Detach)
     fails with ABENDDC2 RSN4F004020  (invalid VSA start address)
  ABEND0C4 IGWFVGPL + x'147A'
  

Local fix

• Removed MEMLIMIT=0 from SMFPRM00
