Error description
SYSZIGG4 is the resource used to control access to a catalog when the ALTER SUSPEND or F CATALOG,RECOVER,SUSPEND commands are issued. In cases when requests not authorized to the IGG.CATLOCK facility class begin queueing for access to the catalog and RESUME is finally issued, these requests will remain waiting of the SYSZIGG4 resource which is never released. ALTER RESUME fails to release the resource and there are varying degrees of success using the F CATALOG,RECOVER,RESUME command. IEC367W CATALOG STILL SUSPENDED CATKEYS: CAT2015 CATHANG CATRLS
Local fix
F CATALOG,RECOVER,RESUME or ALTER UNLOCK the catalog. If that fails to release contention, use F CATALOG,RESTART to free the SYSZIGG4 resource additional local fix: Issue MODIFY CATALOG UNLOCK for catalog. Issue MODIFY CATALOG RECOVERY RESUME for catalog. Issue MODFIY CATALOG ALLOCATED to ensure catalog is no longer in SUSPEND status.

Problem conclusion
The Catalog Resume code was modified to to release the SYSZIGG4 ENQUEUE and allow requests to be resumed.
