Error description
A catalog will become unopenable in the event that it is RLS enabled but defined with a Storage Class (STORCLAS) which does not reference a cache set. This results in the following error when attempting to open the catalog in RLS mode IEC161I 245-0537,CATALOG,ALLOCATE,SYS13247,,, IGW452I NO DFSMS CACHE STRUCTURES 932 ARE DEFINED TO STORAGE CLASS scname Though this would be considered a installation error, attempts to quiesce the catalog from RLS or alter its attributes after the fact result in IDC3009I 246-0 errors since these processes attempt to open the catalog in RLS mode. It would be ideal for the catalog to be openable in non-RLS mode in such a situation CATKEYS: CAT2015 CATRLS CATALLOC IDC2015 IDCALTER **See OA55941 for current solution
Local fix
define a cache set to the storage class and activate SMS configuration or teminate the RLS server, ALTER RLSQUIESCE the catalog, and restart smsvsam.

It calls catalog to turn on the RLSQUIESCE without trigger an RLS open, so that the ALTER UCAT RLSQUIESCE will not fail during RLS open.
Problem conclusion
The ALTER UCAT RLSQ will not fail, even RLS is not enable in the system.
