OA46830: RLS CATALOG WITHOUT CACHESET DEFINED IN STORAGECLASS UNOPENABLE

APAR status

• Closed as program error.

Error description

• A catalog will become unopenable in the event that it is
  RLS enabled but defined with a Storage Class (STORCLAS) which
  does not reference a cache set.  This results in the following
  error when attempting to open the catalog in RLS mode

          ARE DEFINED TO STORAGE CLASS scname
  
  Though this would be considered a installation error, attempts
  to quiesce the catalog from RLS or alter its attributes after
  the fact result in IDC3009I 246-0 errors since these processes
  attempt to open the catalog in RLS mode.  It would be ideal for
  the catalog to be openable in non-RLS mode in such a situation

Local fix

• define a cache set to the storage class and activate SMS
  configuration or teminate the RLS server, ALTER RLSQUIESCE the
  catalog, and restart smsvsam.
  

Problem summary

  In this apar, AMS ALTER will process RLSQUIESCE keyword before
  processing any other parameters.  It calls catalog to turn on
  the RLSQUIESCE without trigger an RLS open, so that the ALTER
  UCAT RLSQUIESCE will not fail during RLS open.
  

Problem conclusion

• The ALTER UCAT RLSQ will not fail, even RLS is not enable in the
  system.
