APAR status

• Closed as program error.

Error description

• $HASP003 RC=(84),T PROCLIB(*)  - JOB IS BUSY, TRY LATER
  may occur if JOBDEF INTERPRET=JES is active and JES2 command
  $TPROCLIB(*) is issued. JES2 attempts to serialize modifications
  to PROCLIB allocations with the JES2CInn address spaces which
  can be affected by timing.
  
  Verification steps:
  1) JES2 z/OS 2.1
  2) Using $TPROCLIB(*) or $T PROCLIB(a, b, c, ...) or
  $T PROCLIB(a-b)
  

Local fix

• Rather than using $TPROCLIB(*) without parameters, use
  $DPROCLIB(*). If PROCLIB changes are needed do not use the
  '*" subscript on the command but one specific PROCLIB DD name,
  i.e. $TPROCLIB(PROC00),....

  consistently issued following repeated attempts to issue the
  $T PROC(*) command.
  
  A $T PROCLIB(a, b, c, ...) or a $T PROCLIB(a-b) command
  can also result in the same diagnostic response.
  
  This occurs only if JOBDEF INTERPRET=JES.
  

Problem conclusion

• TYPE/RESTART(WARM) IPL/REQUIRED(YES) CLPA(YES)
  
  CLPA is needed only if HASCxxxx modules currently reside in
  the pageable link pack area (PLPA).
  
  Logic is corrected to deal with the modifications of multiple
  PROCLIBs in a manner that avoids serialization issues.
  
  In addition, serialization of PROCLIB concatenations in
  JES2CI address spaces is updated to remove the possibility
  of a deadly embrace.
