  * PROBLEM DESCRIPTION: I/O Service Class should only be        *
  *                      enabled when Work Load Manager          *
  *                      is active.                              *
  ****************************************************************
  * RECOMMENDATION:                                              *
  ****************************************************************
  Set Device Service Class when the Work Load Manager
  indicates. Service Class is used by data mover component
  for XRC Write Pacing.
