• During a rebuild, a temporary condition can be seen where the
  logstreams are unavailable. This is a normal situation and
  resolves naturally when the rebuild completes.

  shows ?? as the logger operation:

  When Transactional VSAM issues macro call IXGQUERY and
  logger returns with a temporary error, message IGW838I is issued
  to explain the problem. However the message module has not been
  updated to understand logger operation IXGQUERY and displays
  invalid characters ??.
