Error description
a program that issues a SCRATCH(SVC29) against a non-VSAM SMS managed dataset that is in use will leave the dataset on DASD and the BCS entry intact, but any alias belonging to the dataset will be deleted. The following messages result: . IEC331I 042-006(040B0425) . IGD17060I DELETE/RENAME FAILED BECAUSE DATA SET IS OPEN ON VOLUME . IEC614I SCRATCH FAILED - RC 008, DIAGNOSTIC INFORMATION IS (040B0425), . The scratch fails as expected, because the data set is currently open but the non-vsam alias is missing after job ends. Catalog properly sets the rc102 rsn7 and restores the NVR, but has already deleted the alias at this point.

wait until the dataset is not open to scratch it or redefine the alias afterwards

CONTROL NUMBER: KFI0592 This APAR is being closed as FIN with the concurrence of the submitting customer. A solution to this problem will be delivered in a future DFSMS release, if there is one, within the next 18 to 24 months. This problem is fixed in z/OS DFSMS V1R12
