Error description

• Allow a System Server Group to be started when a SHUTSYS
  ALL/INGREQ ALL is pending.

  A System Server Group should not get a Compound Status of
  Inhibited during system shutdown when an operator attempts to
  start the Group.
  

Problem conclusion

• Changes have been made to introduce a group/scope attribute to
  allow the start of a System Server Group during system shutdown.
