Error description

• RKANMODP is a unique dataset created during the
  config steps of OMEG XE for CICS TG 4.1.0
  If it is not APF authorized
  the OMEG XE CTG agent and the TEMS will fail on start up with a
  APF Authorization failure

• The "Complete the configuration" step was changed to add
  TKANMODP to the list of APF-authorize libraries.
