Error description

• Message IKJ56709I INVALID DATA SET NAME, '(KEPOPTN)' is received
  in systemn symbolic resolution step for DD USRPAR. This DD name
  is not required unless the customer wishes to include user
  datasets in the system symbolic resolution process. The error is
  looking for this dataset always, instead of skipping processing
  of the DD if not defined.
  

Local fix

• Add a USRPAR DD card to the problem STC with an empty member
  defined, to suppress the message.
