Problem conclusion
This is a permanent Restriction for V2 R10. DFSMSdss does have error recovery to release the quiese of HFS or zFS data sets. However, when a cancel or some ABENDs occur in services called by DFSMSdss, an HFS or zFS data set can remain quiesed. One reason is that if the ABEND occurs and control is not passed back to the DFSMSdss ABEND exit (an ESTAI exit) then DFSMSdss cannot release the quiesed data sets that DFSMSdss knows are quiesed. Another reason is if the ABEND (or cancel) occurs during the quiese processing of an HFS or zFS data set, then DFSMSdss does not know if the data set has been successfully quiesced or not.
