Abstract
LIC-COMM-TCPIP RST FOR INCOMING DATA ON CLOSED SOCKET WITH DATA
QUEUED TO SEND
Error Description
When the i series is working as FTP client, RST is sent instead
of FIN. Error 426-Unable to receive data from TCP/IP, 426-Data
transfer ended.
After the local socket is closed and TCP is lingering to send
data queued prior to the close, TCP sends a RST packet in
response to incoming data. Secure FTP client hit this TCP
issue. The remote FTP side sees error 426-Unable to receive
data from TCP/IP, 426-Data transfer ended.

Problem Conclusion
The TCP code path sending the RST was updated so that if TCP is
lingering to send data queued before the local socket is closed,
it now ACKs the incoming packet up until the FIN is sent and
then acknowledged by the remote side.
