Problem Conclusion

                                                               
Code will be modified at the LIC layer of the operating system  
for formatting a journal entry.  Formatting is most commonly    
needed for date, time, timestamp fields that are stored in a    
compact, internal format that needs to be converted into a      
format that is readable by the user.  There are several other  
reasons for why formatting would be necessary, those field types
are just the most common reasons.                              
In this case, when the operating system tried to execute the    
code that handles this formatting, it somehow started the      
execution from the middle of the code rather than the start.    
The changes made in this APAR will detect when we mistakenly    
have started execution in the middle of the formatting code,    
vlog additional debug information that has not previously been  
available, and function check the job rather than allowing the  
system to crash.
