Error description

• Windows7 + IE11 faces this issue, and Windows10 + IE11 does not.
  
  - Set IE as your OS Default Browser
  - In Notes select Preferences->Web Browser-> Use the browser I
  have set as the default for this operating system.
  - Open a IE browser window
  - In IE, go to Tools->Internet Options and click the Settings
  button for Tabs in the General Tab.
  - Set the "Open links from other applications" option to: "A
  new tab in the current window"
  - Go back to Notes and create a Link Hotspot with some valid
  URL value (ie: www.ibm.com)
  - Click the Link Hotspot
  - This creates a new IE window navigated to the specified URL
  instead of creating a new tab in the previous IE window.
