Error description
Invitee status will not be updated after the initial sync if the response was never in the inbox or another folder that a device is subscribed to. In particular, this affects users who have "Display the following meeting notices in my inbox" set to "All except responses" or "None" in Preferences->Calendar & To Do->Display->Notices.
Local fix
For future notices: Set Preferences->Calendar & To Do->Display->Notices-> "Display the following meeting notices in my inbox" to "All" For past notices: Move them to the inbox and allow Traveler to sync them (they can then be moved out or deleted)

Problem conclusion
The IBM Traveler server has been updated to handle this scenario correctly.
Temporary fix
