When the server is slow to respond, users can be unable to register new Android device. Slowness may be from server performance issues or network delays between the device and server.

Problem summary
Android client registration may fail due to short timeout setting for recieving configuration information from the server.
Problem conclusion
The Android client has been updated to have the same timeout value for configuration data as any normal device to server communication.
Temporary fix
This fix is already available in the Android Client available from the Google Play store. The fix is also included in Notes Traveler 9.0.1 IF7 and all later releases.
