    when installaling notes client 9.0.1 on Lithuanian Windows 7
    
    steps to reproduce:
    
    1- Windows 7 machine
    2- No previous IBM Notes Client installed
    3- change region & Language settings to Lithuanian ( language)
    ,
    Location & Keyboads and Language, and apply
    4- install Notes_9.0.1_WIN_EN.exe
    5- follow defaults and agree licence..
    6- Error showing as following:
