LO78206: CAN NOT PASTE GIF IMAGE THAT COPYIED FROM THIRD PARTY SOFTWARE

Error description

• Steps to reproduce:
  1. Create a new memo
  2. Open third party software "QQ",  start a new chat with
  somebody and  insert
  a gif expression image
  3. Select and copy the image
  4. Try to paste it into Notes memo
  
  Result: the image can not be pasted into memo and mouse
  will
  stay at busy.
  
  
  Note: 1. Above same steps, if pasting to Microsoft Word, then it
  will be successful.
  2. It works fine if we import a gif image from local.
  

Local fix

• Paste the image to paint first, then copy the image from paint
  and paste to the notes memo.
  

Problem summary
