Error description

• The "The encrypted data has been modified or the wrong key was
  used to decrypt it" error message is not actionable because it
  fails to identify the appropriate context to allow for
  resolution. Namely, it does not identify the specific data that
  cannot be decrypted. This error message needs to be expanded to
  identify the document and field that causes the problem.

• Varies depending on caller. In some cases, debug can be added
  that can drill down on the error, but this is inconsistent
  throughout the product.
