Error description

  • Setup an Explicit Archive Policy from server to server and
    apply to a user.

Once the user's mail file has been archived and the archive
exists and the Archive link works ok go back into the policy and
select "Prohibit Archiving" on the Basics tab of the Archiving
    Settings.

Once this has been pushed down to the user go back into his mail
    file.

The archive link is still present in the left hand list of
folders but if you click on the folder link you get a message:
    "File 'C:\Lotus\Notes\Data\archive\a_test.nsf' does not exist.
The archive mail file exists on the server at
    C:\Lotus\Domino\Data\archive\a_test.nsf.

The archive mail file can still be accessed if opened directly -
File - Open so it's still there and working ok.

I'm not 100% sure what should happen in the mail file when
"Prohibit Archiving" is selected but I found a wiki which says
the Archive section should be removed from the folder list.

Local fix
