APAR status

• Closed as program error.

Error description

• Server performance degrades with Long Held Lock error messages
  in console and specific semaphore timeouts captured concurrently
  in the semdebug.txt file.
  
  This is very specific condition identified by L3 and not easily
  determined by console.log examination alone.
  
  Deadlock between buffer container sem and flush lkmgr lock.
  

Local fix

• Server restart will clear the long held lock and semaphore
  contention.
