Error description
Periodically, one of the POP3 tasks doesn't close the connection with a random user. In Domino Administrator, in the Server->Status->Server tasks window, there are POP3 server tasks in "Providing service for %user%" status, that doesn't close. In the log, the message "Unable to open mail file for %user% . Unable to obtain exclusive access to maildrop" appears. If the server is restarted, the error dissapear, but it appears again after a few hours. Also, after the server is restarted a few times (around 10), the server crashes when it's being stopped. the users are configured to connect to the server using POP3 protocol over SSL using the 995 port.
Local fix
Reported use of setting parameter "POP3_SESSION_Timeout=2" in Domino notes.ini has alleviated problem.
