LO47505: CELL BORDER DOES NOT WORK WHEN COPY AND PASTE FROM EXCEL

Error description

• Steps to reproduce:
  Case one:
  1. Copy a cell in the Excel.
  
  2. <Edit - Past Special - HTML>
  3. Outline border of the pasted table is disappeared.  I believe
  this is wrong.
  
  4. <Edit - Past Special - Rich Text>  We got the following.
  It's normal.
  
  
  Case two:  (in this case, I don't know which one is the right
  design)
  1. Copy a cell in the Excel. (no border)
  
  2. <Edit - Past Special - HTML> We got the following.
  3. <Edit - Past Special - Rich Text> (no border)
