LO40396: WINDOWS-1256 8BIT ENCODED MESSAGES ARE GARBLED AFTER DOMINO ENCO DES AS QUOTED-PRINTABLE

Error description

• When a MIME message is received from the internet with the
  Windows-1256
  (Arabic) character set and 8bit encoding, Domino converts the
  encoding to
  quoted-printable. However, the resulting message received by the
  client is
  garbled.
  
  Steps to reproduce:
  1. Using a sample MIME stream with Windows-1256 8bit encoding,
  telnet the message
  to a user on a test server. It does not matter if user has "Keep
  in sender's
  format" or "Prefers Notes Rich Text" set in the Person
  document.
  2. Open the message. Several of the characters have been
  replaced with
  non-Arabic characters.
  3. View the Page Source for the message. The encoding has
  changed from 8bit to
  quotes printable.
