LO33339: WPF DOJO TOOLTIP BUILDER DOES NOT ALLOW SELECTING "ALLPAGES" FOR"PAGE" FIELD, CAUSES ERROR.

Error description

• ISSUE
  When attempting to use the "Dojo Tooltip" builder, you cannot
  select "AllPages" for the builder to be placed on.
  
  SYMPTOMS
  
  Recreate steps:  You need model that contains "Action List"
  builder that calls "main", a couple of "Page" builders,
  "Button" Builders, and one or more "Dojo Tooltip" builders.
  When you edit the "Dojo Tooltip" builder, and in the "Page
  Location" section, for the "Location Technique", when you
  select "On Named Tag", and for the "Page" field, select
  "AllPages", the error "The target page "AllPages" must be
  declared in the builder callist prior to the Dojo Eaabled
  builder." occurs.
  
  In addition, in the "Location Technique", when you select
  "Advanced", even if you have values filled in the page
  location, the error message "The following Builder Inputs
  are required but do not have values: Select Page".
  
  Should be built on 6.1.0.1 base.
