Problem summary
During a portal failover, it is expected for the subsystem to be in a non-ready state during the process. However, that prevents any changes to the subsystem settings (which is necessary during a portal failover to switch from active to passive and vice versa) since the appliance-manager was changed to only allow subsystem patches if the subsystem is in Ready state.
Problem conclusion
A change was added to APIC v10.0.5.2 and v10.0.1.9 to allow the flags `--no-verify` and `--skip-health-check` to ignore the state of the subsystem when applying patches.
