Error description

• In the v10.0.1 release files the IBM_DOCKER_HUB env var in
  DataPower Operator deployment is overridden by chart value
  .Values.operator.imagePullRegistry. This affects the registry
  that the developers-limited DataPower image would pull from, as
  well as datapower-operator-conversion-webhook image. Both of
  these images are expected to be available on Dockerhub
  (docker.io/ibmcom) and this is the default value for
  IBM_DOCKER_HUB.
  
  Steps to reproduce the behavior:
  1) Install
  APIC v10.0.1 using GA release files
  2) Inspect DataPower
  Operator deployment
  3) Find that IBM_DOCKER_HUB env var is set
  to cp.icr.io/cp/datapower
  
  Expected behavior:
  IBM_DOCKER_HUB
  should not be overridden, and should hold value
  docker.io/ibmcom
