LI81828: APIM ALLOW TO PUBLISH PRODUCT THAT CONTAIN EMPTY STRING '' FOR THE PLAN NAME

• Closed as program error.

Error description

• APIM allow to publish product that contain empty string '' for
  the plan name. For example:

   value: 100/1minute

   description: xxxxx
  
  approval: false
  

Local fix

• Edit the yaml and add something in the plan name.
  

Problem summary

• Products are allowed to be published when they contain empty
  string ('') for the plan name.
  
  For example:

  default:
   value: 100/1minute
   title: xxxxx
   description: xxxxx
  
  approval: false
  

Problem conclusion

• The product is updated in v10.0.1.1 to not allow product publish
  when containing empty string for plan name.
