In a scenario where an API exists in multiple products, a change to the OAuth provider then advanced publish does not result in the OAuth change being propagated to the existing Products containing the API in the gateway.
Local fix
Manually change API to offline, and back to online in the catalog.

In a scenario where an API exists in multiple products, a change to the OAuth provider then republish or advanced publish does not result in the OAuth change being propagated to the existing Products containing the API in the gateway. This is only applicable in development typed catalogs.
Problem conclusion
The issue is addressed in 2018.4.1.13 iFix3 and targeted for resolution in v10.0.1.1
