LI80823: Bad Request error may return incorrect details in response body

Error description

• When a malformed XML message is received which also has an
  external reference in a DTD, the error response body details
  erroneously indicates that the request URI was invalid and not
  the request payload.

• The response payload when a malformed XML request is rejected
  will have incorrect detail indicating an issue with the request
  URI when the bad request payload also has an external reference
  in a DTD.
  

Problem conclusion
