When -qlanglvl=2003std is used, unexpected warning message occurs: (L) The intrinsic function kind (with these arguments) is not permitted in an initialization expression by the Fortran 2003 standard.

Problem summary
Users that compile with -qlanglvl=2003std and are using the KIND() intrinsic in an initialization expression are affected by this issue. Langlvl message is given saying "(L) The intrinsic function kind (with these arguments) is not permitted in an initialization expression by the Fortran 2003 standard."
Problem conclusion
Do not give a langlvl message when the KIND() intrinsic is used where an initialization expression is needed.
