Error description
Adds additional diagnostic messages to sqlbFixDataEMP() when EMP errors are detected, specifically, we dump information about the erroneous EMP extent. Additionally, we will add some sanity checks around the Load utility's use of a particular MDC-specific scratch area 'pBufManCB->pMDCScratchArea', to assure that all writes to this scratch area are within the size allocated for it.
