JR65317: CDC NOT REPORTING ERROR IN CASE COMMITSTREAM TOPIC NOT ACCESSIBLE

APAR status

• Closed as program error.

Error description

• If the user has not created a commitstream topic for CDC or CDC
  commitstream is not accessible to CDC. There is NO error
  reported by CDC and subscription does NOT progress.
  
  
  This can further lead to latency build up
  

Local fix

• If the customer is NOT using TCC, we can Bypass the commitstream
  topic using system parameter
  'BYPASS_COMMITSTREAM_APPLY_OPERATION'=true
