Error description

• multiple oracle db incarnation with same resetlog_change# can
  cause CDC to be unable to identify archived log to be scraped
  

Local fix

• spoof the v$archived_log view to filter out rows with
  resetlog_id belonging to the orphan incarnation:
  create or replace <CDC_db_user_schema>.v$archived_log as select
  * from sys.v_$archived_log where resetlog_id <>
  <orphaned_incarnation_number>
