Error description
Users that don't have case creation permissions can't start a manual workflow activity that is in ready state from the Case Information widget tasks tab. Users are unable to start the manual workflow activities even if users are given appropriate permissions to update the case and create the workflow activity. When a user click 'start' on the manual workflow activity, the workflow activity is not started and there is no feedback provided to the user. This issue impacts only workflow activities that are started manually. Automatic or discretionary workflow activities do not have this issue.
