Error description

• During the upgrade to Business Automation Wrokflow v19.0.0.3,
  if the Deployment Environment (DE) contains multiple Appcluster
  members,
  the initial running of the startManager command can result in
  navigator.ear being created for each cluster member.
  
  This might result is filling the filesystem space for $WAS_HOME,
  for example
